102) ACTIVE SHOOTER / HOSTILE EVENT (ASHE) Juniors Welcome Tim Mossgrove This one-day course focuses on the emergency responders who respond to everyday incidents in today’s culture that seem normal until they arrive on scene. This course will look at past and recent incidents including the terrorist attack on the PULSE nightclub located in Orlando, Florida that show the aggression and violence against the public and first responders. Also, this class will show the importance that Incident Management as it relates to a successful response with the role of Law Enforcement, Fire & EMS and the Dispatcher. This course will also cover the importance of triage, treatment and transport of victims from active shooter incidents so the first responders can operate safety in a volatile environment. Finally, this course will review and how to speak and include the media and manage the incident aftermath and, also, obtain resources for after the incident relating to PTSD and CISD. 8 $35.00

104) Department of Forestry’s Basic Wildlife Suppression Course  Juniors Welcome Brent Lyons, Rodger Ozburn, Shaun Kuhn and Rudy Williams This class will cover such topics as WV Forest Fire Laws, PPE’s, Types of Wildfires, Fuels, Fire Weather, Types of Attack, etc. There will be a field exercise at the end of the class. 8 $35.00

105) UNIFIED COMMAND & REGIONAL RESPONSE None Lou Vargo

Major incidents and disasters require the response of many agencies from local, state, Federal agencies along with community partners, public, private, and non-governmental.  Some of these incidents include Mass Casualty, Hazardous Materials leaks and spills, train wrecks, bombings, and terrorist events, in addition to natural disasters.  During these incidents, the Incident Commander may face not just one incident but several incidents throughout his/her jurisdictions.  Several incident command events may be taking place simultaneously and require the activation of a Unified Command System coordinating many response agencies.  This course will address expanding the ICS into a Unified Command System. 

Also, the course will introduce how fire, EMS, and Law Enforcement will support the functions of the West Virginia Regional Response Team when they are called to assist local responders in handling major Hazardous Materials releases, Weapons of Mass Destruction, Urban Search and Rescue.  The Wheeling Fire Department team will demonstrate their response equipment and teach local first responders how they will support the team when called to their jurisdiction.

Vehicle and Machinery Rescue Level II is a course designed to train rescuers in multiple types of vehicles and machinery rescue. This course will meet or exceed NFPA 1006 Chapters 5 & 10.2 requirements. Students will be taught the basic and advanced concepts of Vehicle and Machinery Rescue: scene size up, identifying hazards, stabilization of commercial vehicles and machinery, entry and egress techniques, disentanglement techniques, tool usage, patient packaging and removal and scenario type training. Emphasis will be placed on rescuer and victim safety, proper tool selection and usage and utilizing a multi-step approach to extrication planning.

202) EMERGENCY VEHICLE OPERATIONS COURSE (EVOC) Must have proof of valid operator’s license and be 18 years of age. Harry Galloway  This is a combination classroom and practical skills training course on emergency vehicle operations.  Safety, legal aspects, inspection and driver responsibilities are covered.  Both written and practical examinations are administered.  Meets the WV State Fire Commission and State EMS initial driver training requirements and recommendations.  The course is designed to meet DOT and NFPA standards.  STUDENTS NEED TO BRING THEIR OWN APPARATUS FOR THE DRIVING PART OF THIS COURSE. 203) ROPE RESCUE LEVEL 2

Rick Brown Rescue Level 1 proof of certification required. This class focuses on crew leader skills. Hands on training will include complete an assignment while suspended from a rope rescue system. Manage the movement of the victim as a rescuer in a high angle environment. Function as a litter tender in a high angle lowering or hauling operation. Direct a team in the removal of a victim suspended from rope or webbing in a high-angle environment. Direct a team in the construction and operation of a highline system. Access a victim in high angle environment using techniques that require rescuers to climb up or down natural or manmade structures. Isolate and manage potentially harmful energy sources in erected structures.  Class will meet for 10 hours on each day. Day 1 will be lecture, day 2 will be hands on. 20 $65.00 20

204) BASIC JUNIOR FIREFIGHTING 16-17 years of age Jerry Shumate

This hands on course is designed to introduce the new firefighter to the basic fundamentals of fire ground operations or to bring the experienced firefighter "back to the basics."  Topics to be covered will include fire suppression, hose line advancement, forcible entry, ground ladder use, victim rescue, and ventilation.  This class will be held in a controlled environment using simulated smoke.

205) ADVANCED RAPID INTERVENTION TEAM  (RIT) Firefighter 1, RIT Patrick SanJulian and Matt Reel

Students can expect a 2 day class full of hands on intense training. This will be a highly demanding and physical class. (not for the faint of heart) Students will learn several rescue techniques and downed fire fighter skills. A down firefighter can be a highly stressful incident. We will be running several scenarios in an extremely chaotic environment. Students can expect very little class room activity. Students should have prior RIT skills that we will build off of.

Students need to have full PPE with a spare cylinder. All students must be clean shaved for class.

206) LIVE FIRE TRAINING EVOLUTIONS  Firefighter Level 1, 18 years of age Larry Helms

This class is primarily live fire operations to allow crews the ability to experience the realism of fire operations in a secure environment.  This challenging class will be full of tactics and operational procedures as well as after-action critiques.  All instructors involved are experienced live fire instructors.  This class will be held at the Wheeling Fire Department Training Facility.  Prerequisites:  Firefighter Level 1 or equivalent

207) PUMP OPERATIONS Steve Rogers  This class will start with a short lecture on hydraulic theory and practical in the field friction loss determination. The majority of time will be spent in the field actually flowing water. 208) RURAL WATER MOVEMENT Mark Miller Rural Water Movement is a reality for most Fire Departments in West Virginia.  This class is a review and discussion of techniques for supplying water in rural areas.  The class will be almost all hands on training with multiple scenarios.  This is a good review and practice for veteran firefighters, and an excellent opportunity for firefighters who have not experienced water shuttle operations.  Participants must be authorized by their departments to operate any apparatus or equipment provided for use in the class. $65.00
209) ADVANCED MEDICAL LIFE SUPPORT (AMLS) Anthony McDaniel

NAEMT’s Advanced Medical Life Support (AMLS)course is the first EMS education program that fully addresses how to best assess and manage the most common medical crises in patients, offering a "think outside the box" methodology.  It is for all levels of practitioners with a strong commitment to patient care, including emergency medical technicians, paramedics, nurses, nurse practitioners, physician assistants, nurse anesthetists and physicians. 

The course emphasizes the use of scene size-up, history, interactive group discussion on potential treatment strategies, and physical exam to systematically rule out and consider possibilities and probabilities in treating patients’ medical crises. The course offers an initial assessment-based approach that progresses to a diagnostic-based approach to quickly develop the best treatment plan. 

AMLS is a sixteen-hour, two-day program that consists of interactive lectures, teaching and evaluation stations. The interactive/case based lectures include the following topics: altered mental status and neurologic disorders, respiratory dysfunction, shock, chest discomfort, endocrine, metabolic and environmental disorders, abdominal discomfort, infectious disease, and toxicologic emergencies, hazardous materials and weapons of mass destruction. Teaching stations follow the associated lectures each day. 

AMLS is endorsed by the National Association of EMS Physicians (NAEMSP). It is accredited by the Commission on Accreditation for PreHospital Continuing Education (CAPCE) and is recognized by the National Registry of EMTs (NREMT). Students who successfully complete the AMLS course will receive a certificate of completion that is valid for four years.
